The rules

United States. Under the Uniform Time Act, as amended by the Energy Policy Act of 2005, daylight saving time begins at 2:00 a.m. on the second Sunday of March and ends at 2:00 a.m. on the first Sunday of November. At 2 a.m. in March the clock skips to 3 a.m.; at 2 a.m. in November it goes back to 1 a.m. and that hour is repeated (NIST: Daylight Saving Time Rules, 49 CFR Part 71). Each time zone changes at its own 2 a.m., so the change sweeps across the country over six hours.

European Union. Directive 2000/84/EC says summer time begins and ends at 01:00 Greenwich Mean Time on the last Sunday in March and the last Sunday in October, in every member state at the same moment (EU Directive 2000/84/EC). The UK uses the same dates: clocks go forward at 1 a.m. GMT and back at 2 a.m. BST (GOV.UK: When do the clocks change?).

Who does not change the clocks in the US

Hawaii, American Samoa, Guam, Puerto Rico, the U.S. Virgin Islands and Arizona do not observe daylight saving time, except the Navajo Nation in Arizona, which does (NIST: Daylight Saving Time Rules). The Northern Mariana Islands, in the Chamorro time zone with Guam, also stay on standard time. See the US time zone map.

What changed in 2026

  • US: the Sunshine Protection Act (H.R. 139), which would make daylight saving time permanent, passed the House 308–117 on July 14, 2026, and was referred to the Senate Commerce Committee on July 15 (H.R.139 on Congress.gov). It has not passed the Senate, so as of October 8, 2026, clocks still go back on November 1.
  • Canada: British Columbia moved to permanent UTC−7 after its March 8 spring forward, Alberta and the Northwest Territories to permanent UTC−6, and Manitoba moves to permanent UTC−5 at the end of October (IANA tz database NEWS). They will not fall back on November 1.
  • Morocco returned to permanent UTC+0, with no more seasonal changes, on September 20, 2026 (IANA tz database NEWS).
  • Paraguay has used permanent UTC−3 since October 2024, and Chile’s Aysén Region permanent UTC−3 since 2025 (IANA tz database NEWS).

Why do we change the clocks?

Moving the clocks forward in spring shifts an hour of daylight from the early morning, when most people sleep, to the evening. NIST notes that the 2007 US change was made in the interest of reducing energy consumption and that daylight saving time now covers about 65% of the year (NIST: Daylight Saving Time Rules). Critics point to the disruption of sleep in the days after the change, which is why permanent standard time and permanent daylight time are both debated.

Is daylight saving time ending permanently in the US?

Not yet. The Sunshine Protection Act (H.R. 139) passed the House on July 14, 2026, by 308 to 117, and was sent to the Senate Commerce Committee on July 15. Unless the Senate passes it and the President signs it, the clocks keep changing; it cannot take effect before November 1, 2026.

Which US states do not observe daylight saving time?
